Physician certification is better than Physical Licensing

I agree that Physician licensing restricts supply and makes medical service costly and inefficient. If quality of medical service is the issue , then physician certification will address that.
However, case of antibiotics over-prescription merits Govt. regulation because of antibiotic resistance problem.
