Artificial disasters

Via India Uncut, RK Chadda points out that it is shoddy buildings that cause the disaster. I agree. However, whose blame it is when environmentally sound building codes are violated to avoid increased construction costs? Aren't the building owners responsible for deciding what kind of building they are ready to pay for?
